The Vulnerability Gap

Behavioral Vulnerability and Fraud in Family Offices

Security models tend to focus on the suspicious request. In a qualitative study of 37 documented cases, drawn from court records and public reporting, we found vulnerability in three places. They run counter to where those models tend to look.

Presented at Opal Group, Investing in Security Forum | Washington, DC | October 5, 2026

At the Request

Someone asks, and someone decides. Convincing requests often come from inside the trusted circle, and many verification steps check something the requester controls.

Across the Relationship

In many cases, there is no request to evaluate. Trust built over years becomes standing access that goes unreviewed.

After the Handout

A task delegated to an AI agent or automated system keeps acting after approval. Someone has to own reviewing what it did.

Is your oversight independent of what it oversees?

A callback to a number supplied in the request. A statement prepared by the advisor who moves the funds. An AI agent that reports on its own actions. Each relies on the very source it is meant to verify.

6 of 21

attempts were stopped before money moved, each through ordinary human action, such as a pointed question or a call to a known contact.

14 of 21

impersonation cases exploited someone already inside the victim's trusted circle.

4 of 16

relationship cases involved household staff. Each unfolded without a request to evaluate.

Each case was coded on more than ten variables. Cases were selected through purposive sampling and analyzed in two phases, the second extending the analysis to trusted relationships where no AI was involved.

Framework & Advisory

The Trust Chain™

Know who and what you trust, why, and when to look again.

The Trust Chain™ is a behavioral governance framework built on a single principle: a transfer of trust is a governance decision™. It examines the trust a family or family office extends to people and to AI through four links: Verify, Vest, Vet, and Voice.

Each engagement begins with conversations with the people closest to your decisions. Using the four links, we assess where trust has been extended and whether it has been examined. You receive a written assessment, and we advise on the steps that follow, alongside the advisors you already rely on.

How We Help

86%

of family offices lack a clear succession plan for key decision makers.

We draw on behavioral science to understand how families, and the people around them, decide, delegate, and trust, with particular attention to the human dynamics that formal structures and controls can miss.

Governance & Risk

We bring clarity to authority and accountability, with safeguards suited to how you operate.

What we do

Assess where decisions carry risk, and strengthen oversight where it's needed.

Define who has authority to act, and who answers for the decisions made.

Extend oversight to the advisors and outside providers who hold information, influence, or responsibility.

Design the safeguards that shape how AI is used in decisions.

Culture & Dynamics

We help families navigate the shifts in roles and relationships that come with each new generation.

What We Do

Identify where influence outweighs formal authority, and strengthen accountability where it does.

Help the family and those who work with it resolve differing priorities and expectations, and find structured ways to decide together.

Compare what has been agreed, in values, policies, and structures, with how decisions are made, and assess what any gap means for risk.

Examine how concerns are raised, heard, and acted on across the office or business, and where conduct could create risk.

Leadership & Oversight Education

We design bespoke sessions and briefings that prepare people for pivotal moments before they arrive.

What We Do

Equip the next generation, and those around them, for succession: the decision rights, influence, and oversight that come with new responsibility.

Build the habit of questioning assumptions, verifying information, and escalating concerns before acting on a request.

Share decisions, concerns, and expectations clearly across the family, the office, and its advisors.

Understand how AI tools influence decisions, and where human judgment can change the outcome.

Our work takes its shape from your priorities. These are starting points.

For Private Investors in Health Technology
Behavioral Diligence

Behavioral claims are easy to make and hard to prove. Whether a company focuses on AgeTech, mental health, consumer health, or AI-enabled health, we review the behavioral evidence behind its promises before you invest, and where that evidence runs thin. Behavioral Diligence complements the financial, technical and legal due diligence your advisors provide.

Questions Families Ask

Founded on a rare trifecta

Black and white portrait of a woman with long dark hair in a professional blazer, smiling, against a plain background.

Tiffany A. Archer, Esq.

FOUNDER & PRESIDENT

Eunomia's founder, Tiffany A. Archer, has worked on all three sides of governance. She wrote the algorithms. She defended corporations in SEC and DOJ enforcement matters. She ran the compliance function that answered for both, including through a federal FCPA monitorship. Across all three, she applied behavioral science to make governance stick. Today, Eunomia brings that range to how families and family offices navigate AI, culture and accountability.
